A few things to consider before you install a fence in Alhambra. These are general guidelines — always confirm current requirements with the City before you start.

Front Yard Height

Alhambra keeps front yards low: any fence, wall or dense hedge in the front yard, or within 5 feet of a street-side property line, is limited to 3 feet from finished grade and needs Design Review approval. With a retaining wall, the fence on top may be 3 feet above the retained grade as long as the combination stays within 6 feet above the sidewalk. Plain grey block, wire and chain link are not allowed in those street-facing areas.

Side & Rear Yard Height

Everywhere else on the lot, fences and walls may be built to 6 feet, and nothing may carry points, spikes or ornamentation along the top. Taller enclosures for tennis courts or commercial uses are possible only with a Modification approval and never inside a street setback. Barbed wire, razor wire and electrified fencing are prohibited, and the finished side of a perimeter fence must face the neighbor.

When You Need a Permit

Front-yard and street-side fences and walls in Alhambra require Design Review through the Planning Division under Chapter 23.33. Alhambra builds under the Los Angeles County Building Code, which means fences and freestanding block walls over 6 feet need a building permit, as do retaining walls over 4 feet from the bottom of the footing or any retaining wall supporting a slope or surcharge.

Corner Lots & Sight Lines

On a corner lot, Alhambra keeps a sight triangle clear at the intersection, formed by a diagonal line joining points 25 feet from where the two property lines meet; nothing taller than 2 feet 6 inches may sit inside it. A similar triangle applies at every driveway, measured 10 feet along the street property line from each driveway edge, and any fence within 25 feet of a corner must meet these standards.

If your home is part of an HOA, check your community's CC&Rs before installing — many HOAs add their own material and height rules on top of the City's. Building a pool or spa? California's Pool Safety Act (Health & Safety Code §115922–115923) requires at least two independent, approved drowning-prevention features, such as a 60-inch enclosure.
