A few things to consider before you install a fence in South Pasadena. These are general guidelines — always confirm current requirements with the City before you start.
📏
Front Yard Height
South Pasadena is one of the strictest cities in the area: any wall, fence or hedge inside the required front setback or street-side setback is limited to 3 feet. Chain link is not allowed in those street-facing setbacks in residential zones, concrete block (CMU) needs Design Review approval, and barbed or razor wire is prohibited everywhere. Ornamental caps and finials may add 6 inches if spaced at least 4 feet apart.
🧱
Side & Rear Yard Height
Fences and walls in the required side and rear setbacks may be built to 6 feet, and up to 8 feet with administrative approval from Planning. Hedges along a rear property line have no height cap, while a hedge in a side setback may grow to 10 feet unless the Director approves more. Where a fence sits on a slope or retaining wall, height is measured from the low side whenever the grade difference exceeds 2 feet.
📋
When You Need a Permit
South Pasadena's building code exempts wood, masonry and similar fences up to 6 feet, open chain-link or wrought-iron fences up to 12 feet, and retaining walls up to 4 feet from the bottom of the footing; anything taller needs a building permit. Separately, side or rear fences between 6 and 8 feet require administrative approval, and CMU walls or temporary construction fencing need Design Review or Director sign-off.

Corner Lots & Sight Lines
South Pasadena does not draw a fixed triangle; instead, any structure or landscaping over 36 inches on a corner lot must be set back at least 75 feet from the center of the adjacent intersection. The Public Works Director may also cap fences and hedges at 36 inches anywhere vehicle or pedestrian sight lines could be affected, so corner-lot fence plans should be checked with Public Works before building.
Good to Know
If your home is part of an HOA, check your community's CC&Rs before installing — many HOAs add their own material and height rules on top of the City's. Building a pool or spa? California's Pool Safety Act (Health & Safety Code §115922–115923) requires at least two independent, approved drowning-prevention features, such as a 60-inch enclosure. Fence codes can change, so we always recommend confirming current requirements with the South Pasadena Planning and Community Development Department before you start.
