Local Guidelines
Fence Rules & Permits in Covina, CA

A few things to consider before you install a fence in Covina. These are general guidelines — always confirm current requirements with the City before you start.

📏
Front Yard Height
Covina caps front-setback walls at 4 feet when solid, or 5 feet when at least half the surface is see-through, such as wrought iron, tubular steel, or wood and vinyl pickets. Chain link is prohibited on residential lots, concrete block must be finished with stucco, and temporary materials such as tarps, bamboo, or plywood are not allowed as fencing anywhere on the property.
🧱
Side & Rear Yard Height
Behind the front setback, rear and interior side property lines may carry a wall or fence up to 8 feet with a wall and fence permit plus a building permit; anything 6 feet or lower is handled through administrative approval. Where a driveway meets the street, the fence must angle back 10 feet from the driveway at 45 degrees so drivers can see out.
📋
When You Need a Permit
Covina requires a Planning wall and fence permit for every wall or fence, regardless of height or location, plus a building permit for any masonry block wall, retaining wall, or wood and wrought iron fence. Expect to submit a dimensioned plot plan with heights and materials, and a licensed survey may be required to confirm the fence sits entirely on your lot.
🚦
Corner Lots & Sight Lines
Corner lots get up to 5 feet inside the front setback and 8 feet along the street side and rear, but a corner cutback area must stay clear: a 45-degree line through the point where the setback lines meet, with nothing over 3 feet above street grade inside it. Similar 10-foot cutbacks apply on each side of every driveway.
Good to Know
If your home is part of an HOA, check your community's CC&Rs before installing — many HOAs add their own material and height rules on top of the City's. Building a pool or spa? California's Pool Safety Act (Health & Safety Code §115922–115923) requires at least two independent, approved drowning-prevention features, such as a 60-inch enclosure. Fence codes can change, so we always recommend confirming current requirements with the Covina Community Development Department before you start. Have questions about your property? Contact Legacy Fence and we'll help you sort it out.
