Local Guidelines
Fence Rules & Permits in Pico Rivera, CA

A few things to consider before you install a fence in Pico Rivera. These are general guidelines — always confirm current requirements with the City before you start.

📏
Front Yard Height
Pico Rivera allows non-view-obscuring fences such as picket or wrought iron up to 4 feet 6 inches in the front setback, while solid walls and hedges stop at 3 feet 6 inches. Columns and pilasters may reach 4 feet 6 inches but must be at least 10 feet from the edge of a driveway. Chain link is prohibited in the front and street-side setbacks, and corrugated metal or plastic is banned everywhere.
🧱
Side & Rear Yard Height
Beyond the front setback, any fence, wall or hedge may run up to 7 feet, a bit more than the usual 6, as long as it stays at least 10 feet from the edge of a driveway. Industrial lots may go to 10 feet. Permitted materials are concrete, block, brick, stone, wood, wrought iron, tube steel and vinyl, finished on all sides; razor wire, barbed wire and electrified fencing are prohibited outside approved industrial sites.
📋
When You Need a Permit
The City's Building Code exempts wood or chain link fences up to 7 feet and masonry garden walls under 3 feet, but notes that Planning approval is still required. In practice the City issues a Block Wall, Fence or Pilaster Permit through Community Development, and both owners must sign when the wall sits on a shared property line. Retaining walls over 4 feet, or any wall supporting a surcharge, need a full building permit.
🚦
Corner Lots & Sight Lines
Pico Rivera does not publish a fixed sight triangle in its Zoning Code; instead, any fence, wall or hedge near a driveway or street intersection must meet the safety and visibility requirements set by the City Engineer. On a corner lot, chain link is also barred from the street-side setback, and anything taller than the front-setback heights should stay at least 10 feet clear of the driveway edge.
Good to Know
If your home is part of an HOA, check your community's CC&Rs before installing — many HOAs add their own material and height rules on top of the City's. Building a pool or spa? California's Pool Safety Act (Health & Safety Code §115922–115923) requires at least two independent, approved drowning-prevention features, such as a 60-inch enclosure. Fence codes can change, so we always recommend confirming current requirements with the Pico Rivera Community and Economic Development Department before you start. Have questions about your property? Contact Legacy Fence and we'll help you sort it out.
