A few things to consider before you install a fence in Arcadia. These are general guidelines — always confirm current requirements with the City before you start.

Front Yard Height
Arcadia keeps front yards open: a fence in the front setback must be open-work with at least 4 inches between members, with only a low solid base allowed. The cap is 3 feet in the R-1 zone and 4 feet in the R-M and R-0 zones (3 feet south of Hugo Reid Drive), with gates allowed about a foot taller. Chain link, wire, bamboo and corrugated fiberglass fencing are prohibited citywide except for temporary construction fencing and sports courts.

Side & Rear Yard Height
Behind the front setback, interior side and rear yards may be fenced up to 6 feet, and the fence may sit right on the property line. Where there is a grade difference between neighbors, a 6-foot fence is still allowed if it is set back a distance equal to that grade change, and retaining wall heights are set by the Director and Building Official through Site Plan Review.

When You Need a Permit
Every new fence, wall or gate in Arcadia goes through Site Plan and Design Review with the Planning Division before a building permit is issued. On the building side, wood and wrought iron fences up to 6 feet are exempt from a building permit, but any wall over 18 inches tall counts as a structure and needs one.

Corner Lots & Sight Lines
On a corner lot the street-side fence may be 6 feet, but it must sit at least 18 inches back from the street-side property line with irrigated landscaping in the gap, and in the R-2 and R-3 zones it needs Site Plan and Design Review. Within 25 feet of any intersection of a street, alley or driveway nothing may exceed 3 feet measured from the road surface.

If your home is part of an HOA, check your community's CC&Rs before installing — many HOAs add their own material and height rules on top of the City's. Building a pool or spa? California's Pool Safety Act (Health & Safety Code §115922–115923) requires at least two independent, approved drowning-prevention features, such as a 60-inch enclosure.
