A few things to consider before you install a fence in South El Monte. These are general guidelines — always confirm current requirements with the City before you start.
📏
Front Yard Height
South El Monte caps any sight-obscuring front-yard fence, whether block, masonry or wood, at 42 inches inside the required front setback. You can go up to 6 feet with a see-through fence such as wrought iron or chain link if the Director of Planning approves the design. In the R-2 and R-3 zones the fence line must also keep visibility through the planting.
🧱
Side & Rear Yard Height
Behind the front setback, side and rear fences, walls and hedges may be 6 feet, and up to 10 feet where the lot backs onto a freeway right-of-way. Height is measured from the highest finished grade within 3 feet of either side of the fence, with up to 6 inches of variation allowed to follow the slope of the lot.
📋
When You Need a Permit
The zoning code ties the building permit to height: a side or rear fence up to 6 feet is at the standard limit, and any increase above 6 feet requires a building permit along with Planning approval. A see-through front-yard fence taller than 42 inches needs the Planning Director's sign-off before it goes in, and block walls should be cleared with the Building Division.
🚦
Corner Lots & Sight Lines
Corner and reversed corner lots must keep a sight triangle bounded by the curb lines and a diagonal joining points 40 feet from the intersection, measured along the curb at rounded corners. No fence, hedge, wall or other obstruction higher than 40 inches may sit inside it, and the City also sets a 10-foot street-side setback for corner lots.
Good to Know
If your home is part of an HOA, check your community's CC&Rs before installing — many HOAs add their own material and height rules on top of the City's. Building a pool or spa? California's Pool Safety Act (Health & Safety Code §115922–115923) requires at least two independent, approved drowning-prevention features, such as a 60-inch enclosure. Fence codes can change, so we always recommend confirming current requirements with the South El Monte Community Development Department before you start. Have questions about your property?
