Local Guidelines
Fence Rules & Permits in Hacienda Heights, CA

A few things to consider before you install a fence in Hacienda Heights. These are general guidelines — always confirm current requirements with the County before you start.

📏
Front Yard Height
Hacienda Heights is unincorporated, so Los Angeles County zoning applies: fences and walls in the required front yard top out at 3.5 feet, whether solid or open. Height is measured from the highest average ground within 3 feet of the fence, with up to 6 inches of variation allowed as long as the average stays within the limit. A hedge used as a barrier counts the same as a fence.
🧱
Side & Rear Yard Height
Interior side and rear yards may be fenced up to 6 feet. A retaining wall that protects a cut on the lot line may carry a fence of the full allowed height on top, but where a wall retains fill its height counts toward the 6-foot total and only a non-view-obscuring 3.5-foot safety fence may be added. Flag lots can get 6 feet in any required yard through a Ministerial Site Plan Review.
📋
When You Need a Permit
Building permits go through Los Angeles County Public Works Building and Safety. Fences 6 feet and under are exempt, including masonry walls that are set back from the street at least their own height; taller fences, walls closer to the street, and retaining walls over 4 feet measured from the bottom of the footing all need a permit. Zoning review by Regional Planning is separate from the building permit.
🚦
Corner Lots & Sight Lines
On a corner lot the street side yard follows a two-step rule: 3.5 feet within 5 feet of the highway line, then 6 feet once the fence sits 5 feet or more back from it. The County code sets no numeric sight triangle for residential fences, but walls near driveways and parking areas within 10 feet of the street are held to 42 inches wherever they would block a driver's line of sight.
Good to Know
If your home is part of an HOA, check your community's CC&Rs before installing — many HOAs add their own material and height rules on top of the County's. Building a pool or spa? California's Pool Safety Act (Health & Safety Code §115922–115923) requires at least two independent, approved drowning-prevention features, such as a 60-inch enclosure. Fence codes can change, so we always recommend confirming current requirements with the Los Angeles County Department of Regional Planning before you start. Have questions about your property? Contact Legacy Fence and we'll help you sort it out.
