A few things to consider before you install a fence in Duarte. These are general guidelines — always confirm current requirements with the City before you start.

Front Yard Height
Duarte caps front-yard fences and walls at 4 feet in every residential zone, on interior and corner lots alike. In the R-1D, R-1E and R-1F zones you may add one more foot of non-view-obscuring material such as wrought iron, for 5 feet total. Chain link (with or without slats), chicken wire, plastic, barbed, razor and electrified wire are all prohibited on residential property.

Side & Rear Yard Height
Side and rear yards may be fenced up to 6 feet, measured from finished grade on your own lot with up to 6 inches of play for slope. A retaining wall and fence combination may reach 7 feet when neither the retaining portion nor the fence exceeds 4 feet and everything above 4 feet is wrought iron or another approved see-through material.

When You Need a Permit
Every fence and wall in Duarte requires Site Plan and Design Review, handled at staff level with conditions of approval, and no building permit is issued until that review is complete; hedges need no permit. Lots sitting above sidewalk grade may be granted up to 3 extra feet of wall height, and sports-court fences over 6 feet, through the same review.

Corner Lots & Sight Lines
Corner lots must keep a clear sight triangle where the front and street-side property lines meet, with 15-foot legs where a street meets an alley, 10-foot legs on each side of a driveway, and 17 feet on irregular lots. Inside it, solid fences, walls and hedges are limited to 36 inches and open-work fences to 42 inches, while the rest of the street-side yard may be fenced to 6 feet.

If your home is part of an HOA, check your community's CC&Rs before installing — many HOAs add their own material and height rules on top of the City's. Building a pool or spa? California's Pool Safety Act (Health & Safety Code §115922–115923) requires at least two independent, approved drowning-prevention features, such as a 60-inch enclosure.
