Fence Rules & Permits in Pasadena, CA

A few things to consider before you install a fence in Pasadena. These are general guidelines — always confirm current requirements with the City before you start.

Front Yard Height

In Pasadena's single-family (RS) zones, a wall or fence between the front property line and the face of the house tops out at 4 feet, must be at least 50 percent open, and must sit at least 18 inches back from the front property line. Concrete block in that zone needs a finished stucco appearance, and barbed, concertina and razor wire are banned on every wall or fence in the city.

Side & Rear Yard Height

Interior side and rear yards may be fenced to 6 feet, and that limit rises to 8 feet along a property line shared with a commercial or industrial zone that has a nonresidential use. On corner lots, anything within 5 feet of the street property line stays at 4 feet; the 6-foot height applies only once you are behind the front building line and at least 5 feet off the street.

When You Need a Permit

Non-masonry fences up to 6 feet are exempt from a building permit in Pasadena, but masonry walls at any height, fences over 6 feet, and retaining walls over 4 feet measured from the bottom of the footing all need one. Even an exempt fence may still need zoning sign-off, and Pasadena measures height from existing grade, so raising the grade will not buy extra height.

Corner Lots & Sight Lines

Pasadena has no single numeric corner triangle for fences; walls near intersections fall under Municipal Code Chapter 12.12, and every driveway gets a sight triangle drawn at 45 degrees from the street property line to a point 10 feet up the driveway edge. Inside that triangle nothing may exceed 30 inches, and walls within 5 feet of any street line are capped at 4 feet.

California's Pool Safety Act (Health & Safety Code §115922–115923) requires at least two independent, approved drowning-prevention features, such as a 60-inch enclosure.
