A few things to consider before you install a fence in Whittier. These are general guidelines — always confirm current requirements with the City before you start.

Front Yard Height
Whittier keeps front yards open to the street, so only non-view-obscuring styles such as picket or wrought iron are allowed in the front setback. The maximum height scales with lot width: 36 inches on lots 60 feet wide or less, 42 inches on lots between 61 and 99 feet, and up to 5 feet 6 inches on lots 100 feet or wider. Chain link is not permitted in the front or street-side yard of a residential lot.

Past the front setback you get real privacy height — interior side yards and rear yards may be fenced up to 6 feet. That rises to 8 feet where your property backs onto a commercial or manufacturing zone, an alley, or the Greenway Trail.

When You Need a Permit
A building permit is required for any fence over 18 inches high, for block walls 18 inches and taller, and for retaining walls at any height. New front-yard and street-side fences also need a Development Review Application through Planning, and the City offers pre-approved design palettes that streamline that review.

Corner Lots & Sight Lines
Corner and reversed corner lots must keep a triangular open-vision area clear, measured 15 feet back from where the front and side lot lines meet. Nothing higher than 42 inches may sit inside that triangle, and a similar 5-foot clearance applies at driveways.

If your home is part of an HOA, check your community's CC&Rs before installing — many HOAs add their own material and height rules on top of the City's. Building a pool or spa? California's Pool Safety Act (Health & Safety Code §115922–115923) requires at least two independent, approved drowning-prevention features, such as a 60-inch enclosure.
